Have you tried dragging a TEXT widget into one of the widget areas, and then adding some text to see if it shows up?
That’s the way it’s supposed to work be default. If you’re unable to add widgets to the widget areas then it could be something else preventing you from doing so. Check your profile permissions to make sure you’re account has access to add/edit widgets.
