No that is the Custom Menu widget being used inside of the Header widget area labeled Header Right. You don’t activate the Primary or Secondary menus if you’re just trying to replicate the demo.

It’s pretty simple, just create a new menu, label/call it whatever you want, then go to your widgets page and drag a Custom Menu widget over into the Header Right widget area, select the menu you just created, and thats it.
