The menu at the very top is the “Secondary Navigation” area. First you’ll need to create a menu (or 2) then enable that menu on the left side of your Menu page under “Theme Locations”.
The second menu under the logo is called the Primary Navigation. This can be enabled in the same section as above.
The demo is actually using the Custom Menu widget inside the Header Right widget area.
