Yes you could add a background to the .welcome div and it should show up separately from the Welcome Features (1,2,3) but that is only if you’re using the latest version of the theme. If not, you’ll have to split the order and the way the divs are setup in your home.php file so they are separate from each other. If you need to you can download and take a look at the new version and compare the code.
