I think he’s trying to say that you can use the plugin to create multiple sidebars with the same template on multiple pages. I haven’t used the WPML plugin, but I have used the sidebar plugin and it definitely works for something like this. I don’t think you need to make a new template, just use the same one and create multiple sidebars/widgets with the sidebar plugin.
