How to remove 'allowed format' from Comments

Hi,
I am just switching my site at http://makingonlinesimple.com to use the Epik theme. How do I remove the box that says, ‘You may use these HTML tags and attributes:…’ that appears beneath my comments on individual blog posts? I thought it would be in the functions.php file but I didn’t see anything there.
