Which Aspire link did you need?
The 3.0 version can be found on the main Aspire theme/shop page – https://appfinite.com/shop/aspire/ …it includes the previous 2.0 version that was designed for Genesis as well (just in case some users want to install the older version). They’re both included together right along with the Genesis Framework all in one at this link.
