Okay, I feel completely silly at this point. I’ve tried everything I can think of and the background image is STILL not showing up on this theme. I added the background image using APPEARANCE >BACKGROUND. For the life of me I can’t find any background image at all in the CSS (sometimes designers put a sample in there). The #wrap makes the whole background white, but would think the background would have been there or in the Body.
Please forgive me as I learning about the whole mobile ready aspect.

Yes you did everything correctly, you’ll just need to remove the background for the #wrap (its in front, covering the background image). The wrap shows a background: #fff; as you’ve probably already seen. Once you remove that, then the background image you uploaded (currently behind it) will show.
The #wrap is on line 160 in your style.css file
