Primary Navigation Menu to the Top

I’d love to move my primary menu to the TOP like in the ALLY demo page.

1. How do I achieve this?

2. Can I have the HOME page with the UPPER location and the rest of the site in the default location?

Use a custom menu widget and add it to your “Header Right” widget area.

Not sure of an easy way to do #2
