The “Ruberbanding” I’m referring to is in the top/main menu; it starts large and then reduces in size when you scroll down on the page. I want the menu to be the small version, all the time and never have any motion with it.
Does that make sense or not?

Yes, I can’t believe how long this has gone, without being addressed in Core. There are a bunch of posts in the WordPress Org forums about this – even more on 3rd party sites.
I wonder if there is something specific some themes/frameworks do to remediate this issue, that other themes/frameworks miss? Almost has to be, right?
I tried a bunch of recommended solutions, from various websites, and none of them worked, except for https://wordpress.org/plugins/fv-top-level-cats/
And, to be clear (for those who may stumble on this thread later), the FV Top Level Cats plugin is actively being updated.
I’ve done a lot of reading about this issue today, including articles dating back over 7 years. I can’t believe this issue hasn’t been addressed in the WordPress Core. What’s even more baffling is this is the first time I’ve come upon this issue, and I use the:
/%category%/%postname%/
…Custom Permalink Structure, on just about every website I set up. This is the first time I’ve had an issue.

Apparently, there is a long-standing category/postname issue. There have even been plugins created to fix it (https://wordpress.org/plugins/category-pagination-fix/), though they don’t seem to work on this current version of WordPress when combined with your Aspire Theme.
If I change to your suggested:
/%year%/%monthnum%/%day%/%postname%/
…pagination works fine.
I’ve tried with all plugins disabled, including plugins your theme requires, and it has no impact on the pagination when using:
/%category%/%postname%/
…for a permalink structure.
However, I have to use that permalink structure, as the category represents each state, and the postname is the physical address of properties for sale.
Why would pagination work with year, month, day & postname, but not category & postname?
